Este trabajo, constituye una versión actualizada de una ponencia
presentada en XI CONGRESO DE DERECHO CONSTITUCIONAL
VENEZOLANO. CARACAS, 29 y 30 DE MARZO DE 2011.
Después de conocer el Palacio Real de Madrid, asiento del Imperio de
España, así como el Palacio de Versalles, asiento del Imperio Francés,
pensando en nuestra dura lucha por la Independencia, meditaba so-
bre el atrevimiento de nuestros héroes de emprender una lucha contra
aquellos, juntos, bajo el liderazgo de Napoleón Bonaparte y con el solo
apoyo de un pueblo que tenía interés en la libertad, igualdad, justicia
y prosperidad.
Analizar las causas que generaron nuestra independencia, a 200 años de
haberse sucedido, no es fácil, mucho menos en una breve ponencia que
contribuya de alguna manera a recordarlas y a conocer sus consecuen-
cias reejadas en algunos textos de orden jurídico y político de la época.

La falta de carácter, talento y autoridad del Rey Carlos IV en España,
había permitido que Manuel Godoy y Álvarez de Faría, con una inimi-
table y extraordinaria carrera política, pudiera ejercer el poder detrás
del trono, llegando incluso a manejar a la familia real y los asuntos del
Imperio. Carlos IV, casado con María Luisa procrearon varios hos, al-
gunos de los cuales fallecieron a corta edad. El 14 de octubre de 1784
