Resumen
El objetivo principal de este artículo es el estudio sistemático sobre am-
biente, especícamente en lo pertinente a la gestión ambiental. Asimismo,
avances y retrocesos del mismo y del desarrollo sustentable en Venezuela. A
partir de este análisis se busca indagar sobre los instrumentos para la gestión
ambiental y diferentes elementos en la toma de decisiones vinculadas a las
políticas públicas, evaluación del impacto ambiental, en virtud de lograr
uno de los mayores retos de los principios fundamentales de la gestión am-
biental como lo es el desarrollo sustentable.La investigación se encuentra
dentro del paradigma cualitativo, de tipo descriptivo basada en la investiga-
ción documental. Se concluye, que el desarrollo sustentable denido ha sido
operacionalizado como aquel desarrollo que satisface las necesidades de las
generaciones presentes sin comprometer las posibilidades de las generacio-
nes futuras para satisfacer sus propias necesidades, considera, por tanto, que
es fundamental la interrelación entre factores sociales, económicos y ambien-
tales para mejorar la calidad de vida humana.

Abstract
The main objective of this article is the systematic study of environment, spe-
cically relevant to environmental management. Also, advances and retreats
of the same and sustainable development in Venezuela. From this analysis
seeks to investigate the instruments for environmental management and di-
erent elements in making decisions related to public policy, environmental
impact assessment, pursuant to aain one of the biggest challenges of the
fundamental principles of management as it is environmental sustainable
development. The research is within the qualitative paradigm, based des-
criptive documentary research. We conclude that dened sustainable deve-
lopment has been operationalized as development that meets the needs of
the present without compromising the ability of future generations to meet
their own needs, believes, therefore, that it is essential the interplay between
social, economic and environmental to improve the quality of human life.

1. Introducción
Conocer sobre el ambiente resulta de gran interés, por ser un tema que
incluye responsabilidades en políticas y gestiones de manera ecientes
para la conservación del mismo; de ahí, la necesidad de analizar la ges-
tión ambiental como herramienta para gerenciar los recursos naturales,
tomando en cuenta el capital humano con el que cuenta un país, donde
el objetivo fundamental sea lograr un desarrollo sustentable, para ello,
se debe conocer los problemas ambientales desde su origen, así como
los efectos negativos de la contaminación.
Asimismo, se busca establecer cuales han sido los avances y retroce-
sos del ambiente y del desarrollo sustentable en Venezuela, de igual
manera, planteamos la dinámica para la construcción del desarrollo
sustentable a partir de la propuesta graca realizada por Isabel Isabel
Rodríguez y Héctor Govea.
