Resumen
El fortalecimiento de la gestión municipal constituye un eje central para mejorar la provisión de servicios públicos
y promover el desarrollo local, siendo el Programa de Incentivos a la Mejora de la Gestión Municipal (PI) una de
las principales herramientas de política pública en este ámbito. De allí que, el objetivo general de la investigación
fue analizar el impacto del PI en el desempeño de una municipalidad tipo A, caracterizada por su mayor tamaño
poblacional, capacidad administrativa y complejidad institucional. La metodología empleada fue de enfoque
cualitativo, con diseño fenomenológico-hermenéutico y de nivel descriptivo-interpretativo, orientado a generar
conocimiento conceptual y empírico, mediante información obtenida directamente de los actores involucrados de
la municipalidad, en la relación a los incentivos presupuestales y el desempeño institucional. Los resultados
evidencian que la implementación del PI contribuyó de manera significativa a la mejora de los procesos de gestión,
especialmente en áreas vinculadas a la planificación, ejecución presupuestal y prestación de servicios municipales,
aunque se identificaron brechas asociadas a la sostenibilidad de los logros y a la capacidad técnica del personal.
En conclusión, el PI representa un mecanismo efectivo para fortalecer la gestión municipal en municipalidades tipo
A, siempre que se acompañe de estrategias complementarias de fortalecimiento institucional.

Abstract
Strengthening municipal management is central to improving the provision of public services and promoting local
development, with the Municipal Management Improvement Incentive Program (PI) being one of the m ain public
policy tools in this area. Therefore, the overall objective of this research was to analyze the impact of the PI on the
performance of a type A municipality, characterized by its larger population, administrative capacity, and institutional
complexity. The methodology employed was qualitative, with a phenomenological-hermeneutic design and a
descriptive-interpretive level, aimed at generating conceptual and empirical knowledge through information
obtained directly from the municipality's stakeholders regarding budget incentives and institutional performance.
The results show that the implementation of the PI significantly contributed to improving management processes,
especially in areas related to planning, budget execution, and the provision of municipal services, although gaps
were identified related to the sustainability of the achievements and the technical capacity of the staff. In conclusion,
the PI represents an effective mechanism for strengthening municipal management in t ype A municipalities,
provided it is accompanied by complementary institutional strengthening strategies.

La presente investigación examina el impacto del Programa de Incentivos a la Mejora de la Gestión
Municipal (PI) en una municipalidad tipo A. En el contexto peruano, las municipalidades tipo A corresponden a
gobiernos locales clasificados por el Ministerio de Economía y Finanzas (MEF) en función de criterios como el
tamaño poblacional, el nivel de urbanización, la capacidad administrativa y la disponibilidad de recursos
financieros. Estas municipalidades se caracterizan por contar con una mayor complejidad organizacional, mayores
