No hay gobernabilidad sin democracia, es la primera aseveración de Zulma Bolívar, pre sidente del Instituto Metropolitano de Urbanismo.Si la gobernanza encarna en una gerencia de gobierno que reconoce la interdependencia que tienen todas las autoridades de la ciudad y las pone de acuerdo para planificar políticas públicas y alcanzar metas en consenso con la ciudadanía, puede afirmarse que la mayor deuda que tiene Caracas es su gobernanza. La ciudad es ingobernable porque tiene muchas autoridades que no dialogan y porque desde hace 28 meses su alcalde mayor está detenido sin que la ciudadanía que votó por él pueda reclamar la legitimidad de su cargo.Bolívar explica que el proble ma se remonta a 2009 cuando se derogó la Ley Especial del Distrito Metropolitano y se aprobó la Ley Especial del Régimen Municipal a Dos Niveles del Área Metropolitana de Caracas, con la que el Ejecutivo le quitó 95% de los recursos y 11 de las 15 competencias que tenía el Distrito Metropolitano original. De esta manera, la Alcaldía Metropolitana perdió su injerencia natural sobre la planificación y ordenación urbanística; la arquitectura civil y viviendas de interés social; la vialidad urbana y servicios de transporte, electricidad, gas doméstico, acueducto y en policía de orden público.El cerco institucional y po lítico a la Alcaldía Metropolitana, desde su creación hasta hoy, impidió su desarrollo progresivo para constituirse en una entelequia, alega el arquitecto Leopoldo Provenzali; un cerco que no existe entre 2000 y 2008 cuando el Ayuntamiento estuvo en manos de políticos afines al gobierno de turno.El triunfo de las elecciones de 2008 recayó en un alcalde opositor y ahí se activó el Distrito Capital que reconfigura al antiguo Distrito Federal con potestad sobre el municipio Libertador. Se añade la creación del Ministerio de Transformación Revolucionaria de la Gran Caracas, en 2010, y de Corpomiranda, en 2013, entes que suman autoridades a la capital.Toda esta crisis tiene su origen en la permanencia de un modelo de administración urbano desfasado, normativoprescriptivo y en la última década desprofesionalizado por la militarización de la administración pública; en consecuencia, incapaz de atender los problemas inherentes al crecimiento urbano, el desarrollo territorial, la conservación del ambiente y lo más importante las necesidades de la gente, añade Provenzali.Misión Vivienda.
