Un SIE posee ciertas cualidades que permiten caracterizarlo de manera
concreta, ellas son: innovatividad, nivel de apertura interna, nivel de
apertura externa, productividad, calidad y complejidad.
INNOVATIVIDAD
La innovatividad tiene que ver con el valor agregado de innovación
(VADI) que el sistema suministra. Puede ser graduado desde reducido
hasta disr uptivo. Algunas veces solo se hacen mejoras, como cuando
se trabaja en programas de calidad, o puede acudirse a la imitación in-
novadora como lo hicieron las ! rmas japonesas por los años 70 y 80,
lo que implica traer innovación de fuera y ajustarla a las condiciones
empresariales propias. Pero para alcanzar niveles considerables de

los elementos desempeñan sus funciones de manera efectiva y cuando
sus interacciones generan alta sinergia, tomando como base un siste-
ma efectivo de comunicación organizacional. Desde luego, la dirección
desempeña un papel importante aquí como dinamizadora de procesos.
