EL COLAPSO DEFINITIVO DE LA FACHADA
DEMOCRÁTICA EN VENEZUELA

Resumen: El año 2024 en Venezuela estuvo marcado por la real ización de las
elecciones presidencia les con un desapego absolut o a los estándares mínimos d e
transparencia e integridad electoral. La decisión de no mostrar los resultados des-
agregados por mesas y centros de votación, junto a la divulgación de más del 85 %
de las actas recabadas por testigos de la oposición, de las que se desprende un re-
sultado distinto al anunciado por el Consejo Nacional Electoral (CNE) llevó a la
ruptura definitiva del último vestigio de legitimidad democrática en las institucio-
nes del Estado. En este quebra ntamiento, el sistema de justic ia, como ha sido la
norma desde hace muchos años, jugó un papel fundamental al avalar las acciones
contrarias a la voluntad popular y llevó a cabo medidas directas de persecución a
la disidencia política, acentuándose la tendencia de franco retroceso en los indi-
cadores de justicia y Estado de derecho.

Abstract: The year 2024 in Venezuela was marked by presidential elections car-
ried out with a complete disregard fo r the minimum standards of transparency and
electoral integrity. The decision not to disclose disaggregated results by polling
stations and voting centers , along with the release of over 85% of the tally sheets
collected by opposition witnesses –which indicate an outcome different from that
announced by the National Electoral Council (CNE)– led to the definitive break-
down of the last vestige of democratic legitimacy in the State's institutions. In this
collapse, the justice system, as has been the norm for many years, played a key role
by endorsing actions contrary to the popular will and implementing direct
measures of persecution against political dissent, deepening the clear regression in
justice and rule of law indica tors.

EN 2024
En 2024 la valoración de la justicia y el Estado de d erecho en Venezuela siguió en de-
clive. Así fue reflejado por la evaluación de World Justice Project. Esta organización clasifi-
có a la justicia penal venezolana como la peor del mundo por décimo año consecutivo. La
labor de jueces, fiscales y defensores públicos no solo obtuvo la calificación más baja, sino
que incluso empeoró su puntaje en comparación con el reporte anterior.1
