Resumen
Canadá y Venezuela suscriben en su momento la Convención
Internacional de los Derechos del Niño, ajustando sus
legislaciones en la materia conforme a los principios de esta
norma internacional. En este orden, si bien guardan cierta
similitud en el abordaje de la cuestión penal de niños y
adolescentes, se diferencian en la noción de culpabilidad. Sin
embargo, en el fondo comparten realidades comunes, lo que
permite compartir medidas político-criminales y en algunos
casos alternativas de solución.

Culpability and capacity to commit a crime as
dimensions of juvenile criminal responsibility:
a comparative study of Canada and Venezuela
Abstract
As signatories of the International Convention on the Rights of
the Child, Canada and Venezuela have modified their legislation
to bring it in line with the principles enshrined in the latter. Yet
although they have a similar approach to the treatment of
children and adolescents in criminal law, they have different
notions of blame. However, there are underlying common
realities, which also allows the sharing of crime policy measures
and, in some cases, of alternative solutions.
