EDUCATIVO: UNA MIRADA CRÍTICA AL SISTEMA SALVADOREÑO

RESUMEN
El objetivo de esta investigación es analizar la estructura del sistema educativo salvadoreño y s u incidencia en las desigual dades
socioeconómicas y la configuración del mercado laboral. Se adopta un enfoque mixto con un diseño secuencial exploratorio; la fase
cualitativa emplea una lógica inductiva y análisis documental p ara examinar categorías como la pobreza, mientras que la fase
cuantitativa utiliza las estadísticas oficiales de matrícula más recientes del Ministerio de Educación Ciencia y Tecnología (MINEDUCYT)
para el año 2023, y la Encuesta de Hogares de Propósitos Múltiples (EHPM) del Banco Central de Reserva de El Salvador (BCR). Los
resultados revelan una profunda brech a territorial y académica: mientras la cobertura en educación básica alcanza el 93%, esta
disminuye drásticamente hacia el nivel medio, donde solo el 14% de los centros escolares ofrecen bachillerato. Existe una
hiperconcentración de la oferta educativa en la zona urbana, especialmente en San Salvador, que alberga el 25% de la educación
inicial y la mayor parte de la educación superior, dejando a departamentos como Cabañas y San Vicente en una situación de exclusión
estructural. A nivel laboral, se identificó que el 54% de los ocupados posee una escolaridad básica, l o que vincula el bajo promedio de
años de escolaridad, con una inserción laboral en sectores de baja productividad y salarios mínim os. Se concluye que el sistema
educativo actual no logra romper el ciclo intergeneracional de la pobreza, funcionando más como un mecanismo de alfabetización que
como un motor de transformación social, lo que exige una reforma integral-ter ritorial.

Structural inequalities and territorial gaps in access to education: a critical look at the Salvadoran system
ABSTRACT
The objective of this research is to analyze the structure of the Salvadoran education system and its impact on socioeconomic
inequalities and the configuration of the labor market. A mixed-methods approach with an exploratory sequential design is adopted; the
qualitative phase employs inductive logic and documentary analysis to examine categories such as poverty, while the quantitative phase
uses the most recent official enrollment statistics from the Ministry of Education, Science and Technology (MINEDUCYT) for 2023, and
the Multiple Purpose Household Survey (EHPM) of the Central Reserve Bank of El Salvador (BCR). The results reveal a profound
territorial and academic gap: while basic education coverage reaches 93%, it drops drastically at the secondary level, where only 14%
of schools offer high school diplomas. There is a hyper-concentration of educational oppor tunities in urban areas, especially in San
Salvador, which accounts for 25% of early childhood education and most higher education, leaving departments such as Cabañas and
San Vicente in a situation of structural exclusion. At the emplo yment level, it was found that 54 % of employed individuals have onl y a
basic education, linking the low aver age years of schooling with employment in low-productivity sectors and minimum wages. It is
concluded that the current education system fails to break the intergenerational cycle of poverty, functioning m ore as a literacy
mechanism than as an engine of social transformation, thus requiring a comprehensive territo rial reform.

Introducción
La educación constituye el pilar fundamental para el desarrollo humano y la transformación de las estructuras sociales. Desde
la perspectiva crítica de Freire (1970), la educación no es un proceso de transmisión de información, sino un acto de liberación que
permite al individuo comprender y transformar su realidad. No obstante, en el contexto salvadoreño, el acceso a la educación se ve
condicionado por determinantes estructurales que perpetúan el ciclo inte rgeneracional de la pobreza. Investigaciones recie ntes en la
región latinoamericana subrayan que la desigualdad educativa, es un déficit de cobertura, y una manifestación de la exclusión social
que limita el desarrollo del capit al humano, de la sociedad y la pr oducción nacional (Marúm-Espinosa, y Reynoso-Cantú, 2024;
UNESCO, 2022).
En El Salvador, el sistema educativo enfrenta desafíos históricos que se han agudizado en la era post-pandemia; a pesar de
los esfuerzos estatales por universalizar la educación básica, persi sten brechas territoriales significativas que marginan a la población
rural. Estudios contemporáneos sobre la realidad salvadoreña (FUSADES, 2024), señalan que las brechas de acceso a la escuela en
áreas rurales y urbanas continúan siendo notables, y de educación básica a educación media se presenta un "embudo" donde mi les
