la inuencia de la política en
la enseñanza universitaria y el futuro
del sistema educativo

Resumen
La universidad latinoamericana atraviesa por una crisis
vinculada a diversos factores asociados a cambios en los sistemas
de la democracia global, la intervención política estatal y otros
factores derivados de la propia planicación educativa de la
gestión interna institucional, afectando el desarrollo eciente del
sistema educativo en todas las dimensiones de la academia. En
consecuencia, este artículo propone una reexión crítica de los
factores de planicación de la gestión académica para garantizar
una educación centrada en el estudiante, sin inuencia del intervencionismo
estatal, para luego pasar a una visión de la universidad del futuro. Para
ello, se utilizó la metodología del análisis documental del diagnóstico,
para luego realizar valoraciones hermenéuticas propias de los autores
a la luz de la praxiología. Se demuestra bajo argumentos teóricos que la
universidad latinoamericana se encuentra rezagada ante los cambios que
exige la globalidad, afectando en general la calidad educativa necesaria para
egreso de profesionales con competencias criticas necesarias para afrontar
el futuro político y social. Se concluye que, la misma inuencia ejercida
por las estructuras de la gobernanza, facilitan o impiden el accionar de la
academia universitaria, poniendo a prueba la capacidad de las estructuras
burocráticas para propiciar la implantación del currículo educativo.

Education in times of change: the inuence of
politics on university education and the future of
the educational system
Abstract
The Latin American university is going through a crisis linked to various
factors associated with changes in the systems of global democracy, state
political intervention and other factors derived from the educational
planning of internal institutional management, aecting the ecient
development of the educational system in all dimensions of the academy.
Consequently, this article proposes a critical reection on the factors of
academic management planning to ensure a student-centered education,
without the inuence of state interventionism, and then move on to a
vision of the university of the future. For this purpose, the methodology
of documentary analysis of the diagnosis was used, to then carry out
hermeneutic evaluations of the authors’ own in the light of praxeology.
It is demonstrated under theoretical arguments that the Latin American
university is lagging the changes demanded by globality, aecting in general
the educational quality necessary for the graduation of professionals with
the critical competences necessary to face the political and social future. It is
concluded that the same inuence exerted by the structures of governance,
facilitates, or impedes the actions of the university academy, testing the
capacity of bureaucratic structures to promote the implementation of the
educational curriculum.

Introducción
El papel de la educación superior en la sociedad desde una postura de la
cultura cambiante, son cuestiones dinámicas que se mueven entre procesos,
dispares vinculados a la función académica regulada por la política y la
economía contemporánea provocada por los procesos de globalización
(Kwiek, 2010), así como, por la intervención estatal generada a partir del
modelo político-ideológico que desea implantar cada gobernanza de turno.
Ambos procesos afectan la marcha eciente de la planicación educativa,
forzando de alguna manera la función docente, investigativa y extensionista
de las instituciones de educación universitaria-IEU
La crisis de la modernidad condicionada por las posturas neoliberales
globales, constituyen un fenómeno social que impacta de manera personal
e institucional, teniendo implicaciones directas en la dinámica propia
