Evolución histórica del Estado-Nación
en América Latina: del liberalismo
al posneoliberalismo*

Resumen
En este trabajo se analiza el recorrido histórico de la evolución
del Estado-nación en América Latina entre mediados siglo XIX, pa-
sando por el siglo XX, hasta llegar a la primera década del siglo XXI.
Este trabajo está estructurado con base a la periodización de la his-
toria política latinoamericana en cuatro tipos de Estados: El Estado
liberal-oligárquico, en el siglo XIX e inicios del XX; el Estado nacio-
nal-popular, el Estado autoritario-burocrático y el Estado neoliberal,
en el siglo XX; y en la primera década del siglo XXI se puede hablar de
la posible conformación de un Estado posneoliberal, como conse-
cuencia del giro político hacia la izquierda en América Latina. Se concluye que el
Estado-nación sigue siendo un actor importante de la globalidad y de la economía
política mundial y que lejos de desaparecer más bien tiende a fortalecerse y a
transformarse sus funciones de regulación. La compleja naturaleza del problema
socio-económico latinoamericano requiere la instrumentación de un modelo
económico y/o de desarrollo coherente, programas adecuados y elevada eficacia
administrativa, así como la articulación orgánica de las políticas económicas y
sociales. En este sentido, es necesario redefinir el nuevo papel del Estado en la
economía y en la sociedad en América Latina.

Historical Evolution of the Nation-State in Latin
America: From Liberalism to Post-Neoliberalism
Abstract
This study analyzes the historical route for evolution of the nation-state in
Latin America from the mid-nineteenth century, through the twentieth century,
until the first decade of the twenty-first century. The paper is structured on the
periodization of Latin American political history into four types of states: The
liberal-oligarchic state in the XIXth century and beginnings of the XXth; the
national-popular state, the authoritarian-bureaucratic state and the neoliberal
state, in the XXth century; and in the first decade of the XXIst century, the possi-
ble formation of a post-neoliberal state, resulting from the political turn toward
the left in Latin America. Conclusions are that the nation-state continues to be an
important actor in globalization and world-wide political economy, and that, far
from disappearing, it tends to fortify itself and transform its regulation functions.
The complex nature of the Latin American socioeconomic problem requires in-
strumentation of an economic model and/or coherent development, appropriate
programs and a high degree of administrative effectiveness, as well as an organic
interconnection among economic and social policies. In this sense, the new role
of the state in Latin American economy and society should be redefined.

Introducción
América Latina puede ser definida desde diferentes perspectivas.
Desde el punto de vista geográfico, el subcontinente abarca desde el Sur
del Río Grande, frontera entre Estados Unidos de América y México, has-
ta la Patagonia, extremo sur del continente americano. Desde el punto de
vista socioeconómico, el subcontinente está integrado por países subde-
sarrollados, en menor o mayor grado, y por economías dependientes, ge-
neralmente mono-productoras, vinculadas a la relación tradicional de
centro-periferia, descrita por las teorías estructuralistas y de la depen-
dencia. Desde el punto de vista cultural, el subcontinente está marcado
por la religión católica, por las tradiciones y costumbres occidentales y
culturalmente se le distingue como un subcontinente mestizo, además
de ser definido generalmente, como la negación de la América Sajona,
fundamentalmente, caracterizada por el pragmatismo y el utilitarismo,
mientras que en América Latina ha predominado la visión humanista y
