GOBERNAR CON LA INEXISTENCIA

Resumen:Este artículo analiza el uso sistemático de actos cuya existencia se des-
conoce como una estrategia de gobierno en Venezuela, evaluando su impacto y ex-
plorando las posibles razones detrás de esta práctica. Además, se examinan los
elementos que sustentan la necesidad de la inexis tencia como herramienta d e go-
bierno y los componente s del discurso construido a su alrededor. Se desc riben los
casos más destacados de este cont radictorio estilo de gobernar, que, a pesar de su
naturaleza paradójica, ha producido resultados favorables para quienes lo imple-
mentan. Sin embargo, su trascendencia ha sido subestimada por muchos.

Abstract:This article examines the systematic use of actions whose existence is
unknown as a governing strategy in Venezuela, evaluating their impact and explor-
ing the possible reasons behind this practice. Additionally, it explores the elements
that support the need for nonexi stence as a tool of governance and the components
of the discourse constructed around it. The article highlights the most notable cas-
es of this contradictory style of governance, which, despite its paradoxical nature,
has yielded favorable results for those who employ it. However, its significance has
been underestimated by many.

INTRODUCCIÓN
Una dictadura, es por lo general, bastante contundente, asible y vistosa. Le gusta expo-
nerse y que la vean, es un modo exhibicionista de poder. No le basta acaparar todas las potes-
tades o inventarse las que necesite, sino que se exige a sí misma el hacerlo saber al más de-
sinteresado.
Y no es por un asunto de legitimidad, sino por la necesidad de que todos sepan que su
omnipotencia es su única seguridad. Esa exigencia de llegar a todo y a todos es la confirma-
ción de su requerimiento de mantenerse en el poder y de un silencio que no le conteste a sus
atropellos y le dé tranquilidad. Así, el silencio y su sensación de incontestada realidad son
necesarios, pues incluso el eco puede resultar retador y, por tanto, perturbador.
Al mismo tiempo, y sin que sea para nada contradictorio, el silencio ante el abuso debe
ser seguido de los abrumadores sonidos de la lealtad de los beneficiarios y cómplices del
Abogado de la Universidad Católica Andrés Bello (Caracas, Venezuela) y especialista en Derecho
Administrativo de la misma universidad. Estudios de doctorado en Derecho Administrativo de la
Universidad Complutense de Madrid. Autor de numerosos artículos publicados en revistas recono-
cidas. Codirector de la ONG venezolana Acceso a la Justicia.
