RESUMEN
El presente documento, caracteriza la situación y evolución de la Ley Orgánica de Educación
Superior (LOES) en el Ecuador. Se trata de un ejercicio etnográfico realizado entre el 2020
y 2022, que comprende la asistencia a conversatorios, encuentros, reuniones con académicos
indígenas y autoridades decisorias de la política pública universitaria, con quienes se trató de
descifrar los niveles de organización, identidad colectiva, tejido social y sus transformaciones
en las universidades ecuatorianas. Frente a las problemáticas, en términos procedimentales,
y las constantes transformaciones de las Instituciones de Educación Superior (IES), se
pretende describir sus características, potencialidades, contradicciones y subjetividades. En
líneas generales, el presente texto pretende responder a las siguientes interrogantes: ¿cómo
promover la interculturalización de las IES del país? y ¿cómo lograr esto en relación con la
Campaña Nacional por la interculturalización del Sistema Educativo Superior en los Andes
ecuatorianos? Al final, lo que se pretende, por medio de este artículo, es que las
universidades, escuelas politécnicas e institutos técnicos y tecnológicos, generen espacios
que permitan la “interculturalización” de la educación superior en el país.

ABSTRACT
This document characterizes the situation and evolution of the Organic Law of Higher
Education (LOES) in Ecuador. It is an ethnographic exercise carried out between 2020 and
2022, which includes attendance at conversations, meetings, meetings with indigenous
academics and decision-making authorities of university public policy, with whom it was
tried to decipher the levels of organization, collective identity, social fabric and its
transformations in Ecuadorian universities. Faced with the problems, in procedural terms,
and the constant transformations of Higher Education Institutions (HEIs), it is intended to
describe their characteristics, potentialities, contradictions and subjectivities. In general, this
text aims to answer the following questions: how to promote the interculturalization of the

country's HEIs? and how to achieve this in relation to the National Campaign for the
Interculturalization of the Higher Education System in the Ecuadorian Andes? In the end,
what is intended, through this article, is that universities, polytechnic schools and technical
and technological institutes generate spaces that allow the "interculturalization" of higher
education in the country.

INTRODUCCIÓN
Problemática, contexto y antecedentes
A partir del contacto y el consecuente proceso de comparación entre Europa y los múltiples
y diversos pueblos de América, los europeos consolidaron una imagen de sí mismos como la
única sociedad verdadera, posible y deseable (desarrollando así la construcción del
imaginario de Occidente); Europa mira a las otras sociedades como incivilizadas, bárbaras y
salvajes (Dussel, 2000; Hall, 2013a). Este proceso de construcción de la identidad, al parecer,
muy común en los contactos entre culturas (Hall, 2013b), partía de una lógica muy particular
de occidente. Se trata de la lógica eurocéntrica binaria, la cual se caracteriza por postular, en
todas las dimensiones de la vida social y natural, dos polos opuestos y antagónicos, sin
posibilidad alguna de complementariedad (Segato, 2011). Desde esta perspectiva, se concibe
al “uno, como universal, canónico, «neutral» y a su otro como resto, sobra, anomalía, margen;
siendo así clausurados los tránsitos, la disponibilidad para la circulación entre las posiciones,
que pasan a ser todas colonizadas por la lógica binaria” (Segato, 2011, pág. 23). Entonces,
desconoce la dualidad y complementariedad que constituyen el principio epistemológico
básico de la cosmovisión de las sociedades indígenas de los Andes.
De esta manera, las oposiciones binarias “estructuran un poderoso universo de categorías que
transforman la diferencia en jerarquía” (León, 2012, pág. 114), imponiendo así, un orden
que, a nivel epistemológico, simbólico y material, implica la dominación, la creación de
nuevos súbditos (Alberti, Bonilla, Cotler, Escobar, & Matos Mar, 1974).
De acuerdo con Mignolo (2003) este fenómeno es denominado diferencia colonial, el cual
“consiste en clasificar grupos de gentes o poblaciones e identificarlas en sus faltas o excesos,
lo cual marca la diferencia y la inferioridad respecto a quien clasifica” (pág. 39). De ahí que,
cualquier manifestación de otredad, sea inmediatamente clasificada dentro de la jerarquía del
