Resumen
En este artículo se reflexiona sobre las consecuencias para su real disfrute de
dos formas de consagra la libertad sindical En la concepción amplia, la libertad
sindical expresa el ejercicio de la ciudadanía en una sociedad plural y
democrática. En la visión restrictiva, con alta intervención del Estado en su
regulación, se evidencia una ciudadanía limitada y un sistema político autoritario.
La regulación venezolana se sitúa en el segundo enfoque.

Abstract
This article reflects on the consequences for real enjoyment of two forms of
freedom of association enshrined in the broad conception, freedom of association
expresses the exercise of citizenship in a pluralistic and democratic society. In
restrictive vision, high state intervention in the regulation a limited citizenship
and an authoritarian political system is evident. Venezuelan regulation is in the
second approach.
