La licencia entró en vigor el mismo 17 de abril de 2024.

¿Qué autoriza la LG44A?

Todas las transacciones que son ordinarias, regulares y necesarias para la terminación de cualquier transacción relacionada con las operaciones del sector petrolero o gasífero en Venezuela que fueron previamente autorizadas por la Licencia General 44 de Venezuela hasta el 31 de mayo de 2024 a las 12:01 a.m. ET.

Específicamente, la LG 44A autoriza la terminación de, entre otras, la siguiente lista no exhaustiva de transacciones que fueron autorizadas en su momento por la Licencia General 44:

La producción, extracción, venta y exportación de petróleo o gas de Venezuela, y el suministro de bienes y servicios relacionados;

El pago de facturas por bienes o servicios relacionados con operaciones del sector del petróleo o el gas en Venezuela; y,

La entrega de petróleo y gas de Venezuela a acreedores del Gobierno de Venezuela, incluidos acreedores de entidades en las que Petróleos de Venezuela, S.A. (PDVSA) posee, directa o indirectamente, una participación igual o superior al 50 por ciento, a efectos de amortización de deuda.

¿Qué no autoriza la LG44A?

La LG44 aclara en su sección “b”, que no se autorizan las siguientes operaciones:

Cualquier operación o transacción que involucre a cualquier institución financiera bloqueada de conformidad con la Orden Ejecutiva nro. 13850 (Bloqueo de la propiedad de personas adicionales contribuyendo a la situación de Venezuela) distintas al Banco Central de Venezuela o Banco...
