Resumen: Los Decretos-Leyes dictados al amparo de la Ley Habilitante 2013, in-
cluyen reformas importantes en organización administrativa y Poder Popular.

Abstract: The Decree-Laws promulgated in accordance with the 2013 Enabling
Act, include relevant reforms related with the Administration organization and the
Popular Power.

INTRODUCCIÓN
Dos de los temas fundamentales que fueron objeto de los Decretos-Leyes dictados en
noviembre de 2014 fueron el régimen de la Administración Pública y el régimen del Poder
Popular.
En ambos temas se mantuvo la tendencia en dos rasgos comunes en los últimos años:
una Administración centralizada y el fomento de lo que se ha denominado como “Poder
Popular”, pero siempre bajo control político.
Las consecuencias de esos rasgos hoy son evidentes.
Estas notas pretenden simplemente dejar constancia de los principales aspectos en estas
materias en los Decretos-Leyes de noviembre de 2014.
I. EL RÉGIMEN DE LA ADMINISTRACIÓN PÚBLICA EN LOS DECRETOS-LEYES
DE 2014
1. Introducción
Entre los distintos aspectos que se regularon en los Decretos-Leyes dictados en noviem-
bre de 2014 hubo algunas regulaciones de interés en cuanto a la organización administrativa.
No se trató, como era de esperar, y quizá afortunadamente, de una reforma planificada y
sistemática. Más bien, se trató fundamentalmente de otorgar base legal a ciertas situaciones
que venían ocurriendo de hecho en la Administración Pública venezolana.
