Políticas del sector salud en Venezuela:
1993-2003*

Resumen
El trabajo pretende analizar las políticas del sector salud te-
niendo en cuenta los lineamientos que derivan del IX Plan de la Na-
ción (1993-1998), la propuesta de Transición en Salud 1999-2001,
que en realidad se prolongó hasta el 2002, y el Plan Estratégico So-
cial (PES), que sirve de base para la operación de los Planes operati-
vos desde el año 2003, fecha en la que se inicio la misión Barrio Aden-
tro, la cual representa dejar atrás el modelo asistencialista y echar
andar el Modelo de Atención Primaria Integral en Salud. Estos últi-
mos planes son delineados por el Gobierno instaurado en 1999. El
nuevo orden constitucional de 1999, le otorgó al Estado venezolano
dos elementos fundamentales para reforzar y dar continuidad a este proceso: el
carácter participativo y descentralizado. De ahí que hoy en día se impulsa la mu-
nicipalización del sector salud, se crean las posibilidades y mecanismos para la
participación ciudadana en la adopción de políticas y decisiones institucionales,
junto con el Estado, lo que ha permitido, que el Estado oriente su actuación hacia
la intervención, con un elemento nuevo para su desempeño: la corresponsabili-
dad con los ciudadanos en la realización de esta tarea.

Venezuelan Health Sector Policies: 1993-2003
Abstract
This paper analyzes health sector policies taking into account the directive
derived from the IX National Plan (1993-1998), the proposal for Health Transition
1999-2001, which in reality extended through to 2002, and the Strategic Social
Plan (PES) that served as a base for the operation of health plans up until 2003,
the year in which the Barrio Adentro Mission began, which represents leaving be-
hind the attention assistance model, and the beginning of the Integral Primary
Health Attention Model. These last plans were outlined by the government in-
stalled in 1999. The new constitutional order of 1999 gave the Venezuelan State
two fundamental elements to reinforce and give continuity to this process: and a
participative, decentralized character. Due to this, nowadays the municipaliza-
tion of the health sector is being promoted, which creates mechanisms for citizen
participation in the adoption of policies and institutional decisions, together with
the State, which has permitted the State to re-orient is actions towards interven-
tion, with a new element for its functioning: co-responsibility with citizens in the
undertaking of this plan.

Introducción
La garantía del derecho a la salud es una tarea que tiene un fuerte
impacto sobre las condiciones de vida en una sociedad, de tal forma que
los Estados procuran elaborar adecuadas políticas públicas, de donde
surgen lineamientos operativos para cumplir con esta función social.
A propósito de tal situación, se pretende mostrar a grandes rasgos
las acciones anteriores del Estado Venezolano en el ámbito del sector sa-
lud, para analizar las políticas de este sector teniendo en cuenta los linea-
mientos que se derivan del IX Plan de la Nación (1993-1998), la propuesta
de Transición en Salud 1999-2001, que en realidad se prolongó hasta el
2002, y el Plan Estratégico Social (PES), que sirve de base para la opera-
