PRESENTACIÓN
Nos enorgullece sobremanera presentar a la comunidad
jurídica el Anuario de la Especialización en Derecho Tributario
de la Universidad Central de Venezuela, primera publicación
de este curso de postgrado que fuera fundado en 1968, el cual,
desde hace algunos meses, tengo el inmenso honor, privilegio
y compromiso de coordinar.
La verdad es que no podía ser más propicia la ocasión
para dar vida al Anuario, a propósito de una triplefestividad aca-
démica en Venezuela: víspera de los 310 años de la enseñanza
del Derecho en nuestro país, del 304º aniversario de la Univer-
sidad Central de Venezuela (UCV), y en camino a la 57º con-
memoración de su Especialización en Derecho Tributario, esta
última efeméride en sentido reconocimiento a su ilustre —y
siempre recordado— fundador, Prof. Florencio CONTRERAS
QUINTERO1. La idea fue crear esta publicación en continuación

fundador del curso de Impuesto Sobre la Renta en la UCAB; y profesor
en el Doctorado en Dere cho de la UCV; ocupando, además, distintos
cargos públicos, entre ellos: Adjunto al Procurador General de la Na-
ción; Representante del Fisco Nacional ante la Corte Federal, el Tribu-
nal Superior de Hacienda y el Tribunal del Impuesto Sobre la Renta;
Conjuez de la Sala Político-Administrativa de la (otrora) Corte Su-
prema de Justicia; Consultor Jurídico del Instituto Nacional de Capaci-
tación y Educación; y Asesor de los Ministerios de Fomento y de Justi-
cia en asuntos administrativos y fiscales, por mencionar sólo algunos.
