Resumen: El artículo reseña el libro Comparative Public Law de Allan R. Brewer-
Carías. La obra compila 16 reportes presentados ante la Academia Internacional
de Derecho Comparado durante seis déca das, analizando temas clave de derecho
público como la descentralización, la libertad de información, el rol de las cortes
constitucionales y la cris is del sistema jurídico venezolano.

Abstract: The article reviews the book Comparative Public Law by Allan R. Bre-
wer-Carías. The work compiles 16 reports presented to the International Academy
of Comparative Law over six de cades, analyzing key public law issues such as de-
centralization, freedom of information, the role of constitutional courts, and the
crisis of the Venezuelan legal system.

La Academia de Ciencias Políticas y Sociales y la Editorial Jurídica Venezolana Inter-
nacional publicaron la obra “Comparative Public Law (Comparative Constitutional Law and
Comparative Administrative Law) Contributions to the International Academy of Comparati-
ve Law 1966-2022” del profesor Allan R. Brewer-Carías.
Este título recopila siete reportes generales y nueve reportes nacionales elaborados para
la Academia Internacional de Derecho Comparado, en español, inglés y francés. En palabras
de Brewer, se trata de un homenaje por el centenario de esa academia, de la que ha formado
parte desde hace más de sesenta años, y que se dedica al estudio, promoción y desarrollo del
derecho comparado como herramienta para la mejora del derecho nacional.
Los reportes generales corresponden a las ediciones del Congreso de la Academia Inter-
nacional de Derecho Comparado VII (Uppsala, Suecia – 1966), VIII (Pescara, Italia – 1970),
IX (Teherán, Irán – 1974), XI (Caracas, Venezuela – 1982), XIII (Montreal, Canadá – 1990),
XV (Bristol, Reino Unido – 1998) y XVIII (Washington, EEUU –2010).
En el primer reporte, el autor aborda el tema de las formas jurídicas por las que el Esta-
do ejecuta actividades comerciales e industriales según el derecho interno y externo, valién-
dose de entes con personalidad jurídica propia cuyo capital corresponde al Estado o es de
carácter mixto. El profesor comenta a su vez el control que sobre estos entes ejerce el Parla-
mento y la Administración Pública, bien sea de forma jerárquica o de tutela.
