En 1995, a invitación de la Organización Iberoamericana de la Seguridad
Social, nos reunimos en Santo Domingo, República Dominicana, una veintena
de miembros de la Academia Iberoamericana de Derecho del Trabajo y de la
Seguridad Social para cambiar impresiones sobre un proyecto de Código
Iberoamericano de Seguridad Social elaborado por la OISS con la participación
importante de Adolfo Jiménez Fernández, Secretario General de dicha
Organización.
Además de la muy fraternal amistad que nos une a los laboralistas
iberoamericanos, concepto que incluye sin demasiadas razones a los expertos
en Seguridad Social, el destino no incierto sino evidente hacia la decadencia
de la Seguridad Social en nuestra América Latina nos hizo participar con
entusiasmo en el Encuentro Dominicano. No fue el motivo mayor lo tétrico
del tema sino el hecho de que se prestaba y se presta a sabrosas críticas de
la política neoliberal que ninguno compartíamos pero que con entusiasmo
mayor ejercen nuestros gobiernos. Y si a eso se le agrega la hospitalidad de
Rafael Alburquerque, entonces Secretario de Estado de Trabajo y uno de los
más ilustres laboralistas de América (miembro además de «La Patota», grupo
audaz que publica libros monotémicos, mal conocido ahora como «Grupo de
los Nueve»), se entenderá el por qué esa reunión fue inolvidable.
Sin embargo, lo más importante ha sido, por su condición de elemento
de permanente consulta, la obra colectiva que resultó de las ponencias que
bajo el título de «Las reformas de la Seguridad Social en Iberoamérica», con
toda oportunidad publicaron la Academia y la OISS, precisamente aquí en
Madrid. Gracias a esa obra me siento con la suficiente información para charlar
con ustedes unos minutos.
