Tguwogp<"El Tribunal Supremo de Justicia (TSJ) emitió una sentencia que genera
preocupación al tratar casos de tortura y tratos crueles como asuntos administra-
tivos en lugar de delitos, contradiciendo normativas nacionales e internacionales,
