PRESENTACIÓN
La presente relación cronológica no constituye un mero registro fáctico de aconteci-
mientos; representa una herramienta cartográfica indispensable para el análisis de la política
exterior venezolana en un escenario de transición sistémica y reconfiguración de poder. En el
estudio de las relaciones internacionales, la ordenación diacrónica y puntual de los hechos
permite aislar las variables operativas, medir los tiempos de respuesta del Estado y evaluar la
coherencia estratégica de la diplomacia en momentos de crisis o transformación radical.

1. Importancia para el Análisis de la Política Exterior (Enfoque Político-
Estratégico)
El valor analítico de esta relación radica en su capacidad para evidenciar la transición de
una política exterior basada en la confrontación ideológica y la dependencia de bloques extra
hegemónicos (Rusia, Irán, China), hacia un pragmatismo multilateral condicionado por la
proximidad geográfica y la interdependencia energética con Occidente.
El documento permite al analista evaluar:
La dualidad de la presión internacional: Cómo coexisten los mecanismos de
coacción (sanciones individuales de la Unión Europea y órdenes ejecutivas de EE.
UU.) con los incentivos de flexibilización (licencias de la OFAC), sirviendo como
termómetro de la negociación política.
