Guyana ha entregado decenas de concesiones mineras en el territorio Esequibo, además de reactivar las actividades de exploración petrolera en las aguas que éste genera e incluso en la plataforma continental de Venezuela, gracias al silencio de los gobiernos de Hugo Chávez y Nicolás Maduro ante tales acciones.La influencia del régimen cu bano y la intención de ganarse el respaldo de la Caricom llevaron a Chávez a cambiar la posición histórica del país sobre la Zona en Reclamación en febrero de 2004.
