Maduro violó siete artículos de la Constitución al aprobar el presupuesto de 2017
En un acto inédito, el presidente Nicolás Maduro aprobó ayer en la tarde el presu puesto del próximo año. El aval a la asignación de recursos para 2017 se dio desde las afueras del Panteón Nacional, donde el mandatario y su gabinete habían colocado antes una ofrenda floral por conmemorarse los 203 años de la designación de Simón Bolívar como Libertador, durante una asamblea popular del Congreso de la Patria. Argumentó que sus acciones obedecen al dictamen emitido por la Sala Constitucional el martes en la noche.El jefe del Estado firmó el decreto ley del presupuesto que, luego de las 4:00 pm, fue consignado ante el Tribunal Supremo de Justicia por el vicepresidente Aristóbulo Istúriz y la ministra del Despacho de la Presidencia, Carmen Meléndez.Al no presentarlo ante la Asamblea Nacional, Maduro violó 7 artículos de la Constitución, afirmó el abogado José Vicente Haro. Explicó que estos son el 187 numeral 6, 311, 312, 313, 314 y 315, que se refieren a las competencias del Parlamento para la discusión y aprobación del proyecto de ley de presupuesto y el 203, según el cual el mandatario solo puede firmar decretos leyes dentro de los poderes habilitantes que deben ser aprobados por el Parlamento.
