Como se encuentra el sistema penitenciario en el país, los jueces deben tener en cuenta que privar de libertad a una persona es condenarlo a muerte, expresó Humberto Prado, director del Observatorio Venezolano de Prisiones, luego de informar que durante los 705 días de gestión de la ministra de Servicios Penitenciarios, Iris Varela, al menos un recluso por día ha fallecido en las cárceles venezolanas.En esos dos años han muer to 1.096 presos y 1.956 fueron heridos.
