El estado puede coartar el poder vivificador de la cultura en términos de pertenencia colectiva, libertad individual e invención al condicionarla de acuerdo a los fines que le son particulares. No otra cosa se pretende con la aprobación este año del Proyecto de Ley de Cultura, instrumento que poco atiende a la función de estímulo y acompañamiento propia de los estados modernos y democráticos, además de dejar a un lado la libertad de expresión, creación y pensamiento, conquistas de la contradictoria modernidad venezolana que impulsaron la creación de una institucionalidad cultural que el propio gobierno bolivariano ha continuado.
La confusión entre estado, gobierno y sociedad silencia estos logros: solo en revolución hay cultura. Se trata de un proyecto sin sentido histórico, impregnado de esa visión conspirativa de las versiones más mediocres del marxismo y el postmarxismo: todo fenómeno cultural solamente es comprensible dentro de una dinámica de dominación.
