El Congreso de Colombia aprobó el martes, luego de un proceso de conciliación en tre las cámaras, una reforma constitucional que incluye el llamado Marco Jurídico para la Paz, cuyo propósito será el de dotar al Ejecutivo de herramientas jurídicas para abrir el diálogo con las guerrillas aún activas en el país Âlas FARC y ELN luego de cinco décadas de conflicto armado.
