Se solicita opinión de esta Dirección General, relacionada con la

de Atención Ciudadana deberá estar adscrita a la máxima autoridad
jerárquica del ente u organismo, tal como lo estipula el artículo 11 de
las Normas para Fomentar la Participación Ciudadana1, que establece:

De acuerdo con la precitada norma, debe entenderse por máxima
autoridad dentro de un órgano o ente, lo establecido en el artículo 6 del
Reglamento de la Ley Orgánica de la Contraloría General de la República
y del Sistema Nacional de Control Fiscal2, el cual dispone:
Máxima Autoridad Jerárquica.
Artículo 6. A los efectos de la Ley, así como de este Regla-
mento, se considerará máxima autoridad jerárquica a
quien corresponda la dirección y administración del
órgano o entidad, de acuerdo con el régimen jurídico
que le sea aplicable.
En caso de que el órgano o entidad respectiva tenga
junta directiva, junta administradora, consejo direc-
tivo u órgano similar, serán éstos los que se considerarán
máxima autoridad jerárquica. (Destacado propio)
