culturales en Colombia*

Resumen

EldesarrolloculturalenColombiacompartehistoriaconLatinoamé-

ricaenlascaracterísticasgeneralesdelosacontecimientosqueseex-

presanen:Unlargoperiododedenicióncomoentidadesterritoriales

autónomas; estructuración de un sistema productivo que permita hoy

su engranaje en la realidad económica del orbe; inserción en el diálo-

go global entre las naciones de centro y de periferia y, en lo cultural,

mantener viva la identidad en el marco de la multiculturalidad, inter-

culturalidad y los embates de la homogenización cultural. En estas

condiciones, el país ha venido construyendo un sistema normativo

que paulatinamente, y no siempre con ordenamiento secuencial, con-

templa la cultura y la constituye en objeto de políticas públicas. El presente traba-

jotiene comoobjetivo: Examinarlos fundamentosnormativos yconceptuales que

orientan las Políticas Públicas y los Planes Culturales vinculados al sector cultura en

Colombia.Metodológicamente,seefectúaunacercamientoalmétodofenomenológi-

co-hermenéutico,conla realidadpolíticacolombiana,quehapermitidodescubrirla

actualinfraestructuranormativaeinstitucional enmateriacultural.Seconcluyeque,

las políticas culturales en Colombia, como todo el menú de las políticas publicas en

general, fueron condicionadas por las practicas reformistas que acentuaron las relacio-

nes de dependencia entre Colombia y el orden mundial hegemónico.

Abstract

TheculturaldevelopmentinColombiashareshistory withLatinAmericainthecha-

racteristicsoftheeventsthattheyexperiencedsincetheirrepublicanconformation:A

longperiodofdenitionasautonomousterritorialentities;structuringofaproductive

systemthat todayallowsits gearinginthe economicreality oftheworld; insertion

intheglobaldialoguebetweenthecenterandperipherynationsand,culturally,keep

theidentity alivewithinthe frameworkofmulticulturalism, interculturalityandthe

attacksof culturalhomogenization.In theseconditions,the countryhas beencons-

tructinganormativesystemthatgradually,andnotalwayswithasequentialorderin

its social purpose, contemplates the culture and constitutes it as an object of public

policies.Basedonthisassessment,thepresentworkaimsto:Examinethenormative

andconceptualfoundationsthatguidePublicPoliciesandCulturalPlanslinkedtothe

culture sector in Colombia. For this purpose an approach is made to the phenomeno-

logical-hermeneuticalmethod,with itssocialnature, whichhasallowedto discover

the current normative and institutional infrastructure in cultural matters. It concludes,

the perception of a country that gives readings to the demands of events to be inserted

intoday’sworldinacompetitiveway.

Introducción

Las políticas culturales en Colombia recogen, en buena medida, la orientación concep-

tualquesoportanlaspolíticaspúblicascomoexpresióninstrumentaldelejerciciodel

poder en la historia social y política de las comunidades organizadas como Estados.

Lasociedadoccidentalexperimentalastransformacionesquelasdistintasvisionesde

poder entronizan en la historia de la civilización y dejan la impronta de mecanismos

relacionales entre gobernantes y gobernados, cuyo propósito es el mantenimiento del

establecimientoenplanosdegobernabilidadysostenibilidaddemaneraasimétrica.

intereses de poder, no queda menos que abordar la naturaleza de las políticas públicas

enColombia desdeestaóptica, sindejarde ladoelcarácter periféricoquelaubica
